I have looked on a detailed map and see that one of the two alternate locations other than the airport for picking up a rental is very close to the airport (within walking distance. The address is Via Pratese 64 A B C Is it possible that both locations use the same lot for their cars? I believe the other location is inside the airport's terminal. I'm not flying in to Florence but do want to pick up a car there and not in the city (need to avoid those fines.

We rented a car in the city in Florence and did not pay any fines. However, we did not use the car in Florence (you don't need one), but just rented it and drove out of town (returned the car elsewhere). The car rental office was a little difficult to find, just because of the strange numbering system that the Italians have on that street (not in numeric order), but honestly, getting out of town from there was no big deal. The cars were located right at the rental office.
When you take your car on the air terminal grounds you usually pay a tax (not a fine). Avoid it by taking it off airport.
And yes, finding the address may look simple to you, but be sure you ask someone at the terminal how to find it if you plan to walk to it. I learned that the hard way.
We used AutoEurope and picked up our car in Florence. It was easy to get out of the city from their location. If you pick up in the city, be careful of ZTL zones. I think most of the pick-up locations are out of the zone.
If you choose not to pickup your car at the Florence airport, consider one of the rental car locations along Via Borgo Ognissanti. You can walk to offices; they are outside the ZTL; the reps can give you a highlighted map showing how to exit the city; and the location is at the south edge of town, semi-near the highway you will need for travel south to Tuscany.
