The fountain was covered in scaffolding when we were there in 2007 and 2008. Anyone know if it is still under reconstruction? Thanks.
I've just 'seen' it on Google Maps 'Satellite' view...all clear, except for a piece of equipment - perhaps a small crane? - next to it...The satellite views are refreshed fairly often, it seems to me...
I was in Rome in May, and the fountain was clear of scaffolding at that time. Reconstruction appeared to be complete.
But... Old scaffolding never dies - it just shuffles off to the next landmark you really wanted to see...

I was there last October (sigh! can't believe it was almost a year ago) and not one piece of scaffolding in sight. However, the entrance to the Pantheon at that time was under construction so that was a bummer.
As of July 2011, the fountain was clear of scaffolding; the streets leading to the entrances of Piazza Navona itself, however, were bordered by street construction equipment, and some of the entrance streets were blocked, but the Piazza was still its gorgeous self - with a clean Fountain of the Four Rivers.
I visited all the squares in Italy in July and found them looking great; I wish I could say the same for St. Marks in Venice. That was a big disappointment. We thought it looked terrible. Part of the problem was a stage set up for a concert which was finally being taken down when we left; the rest was reconstruction. It wasn't beautiful like we remembered in 1997.
