Is it safe to pay driving infraction fees on line (to Italy), or is there a better route to go to guarantee that my personal data will not be abused?

If you're paying with a credit card, your maximum liability in case of fraud is limited by law to $50. The traffic authorities already have whatever personal info you gave the rental car company. So I wouldn't worry about paying online unless they ask for your social security number. I'd consider that a red flag.
