Plan on visiting Parma for a food tour and also visiting cinque terre. Should we stay in one or both places or can we make one of these our base for a couple of days?

The drive from Parma to the Cinque Terre (or viceversa) is less than 2 hours (almost all freeway). By train it would be maybe 2h 20min, with change in La Spezia.
whether you want do stay in one place and do the other as a day trip, or stay overnight in both is totally up to you. It depends on how much you plan to do in less than a day in the Cinque Terre (or in Parma).
