I understand from our hotel that there is a public parking lot in 'new" town.
Has anyone ever used it? If so, can you keep your car
there over night and does it fill up over night in early
Sept?

I stayed in Monterosso in late June 2004 - I drove there. I did not park in the municipal lot but at our hotel - The Hotel Villa Steno.
This was during their big annual festival and we heard from others that the municipal lot was full and there were some parking issues.
In early October 2007 we again stayed in Monterosso and this time we parked in the big municipal lot. It is large. It was about one-third to one-half full and it was over a Thursday and Friday night.
Yes you can use the lot for overnight parking.
