Is there a safe place to park a car (containing all of our luggage, but out of view) in Verona?

We parked on the street right by the Arena. We passed right by one at the Arena.

We found an underground parking garage near downtown. After we checked into Villa Francescatti Hostel (probably not one I would recommend), they had some room for parking so we parked there.
