Can anyone tell me the best public parking in Siena. Our hotal does not have a garage.

My own experience trying to park in Siena using Rick Steves' recommended areas was frustrating. The lots were often full, Restricted Zones were in place, and some areas didn't allow parking at specific times on specific days (the warning signs were written in Italian). If your hotel is in the northern section of the historic core, you could use one of the several parking lots near the fortezza.
If you need long-term parking your hotel should be able to give you directions to a garage/lot that would work for that even if they don't offer parking themselves.
We used the stadium parking lot for our day trip into Siena. That one is easy to find, located very centrally without getting close to a restricted area, pretty big and for a day at a decent price 1.50 Euro/hour (i.e. still cheaper than any parkade in downtown Calgary). Don't know if that would be a good option for overnight parking.
We parked overnight near the fortezza (fort) which is also near the soccer stadium. Our hotel (Alma Dumos) recommended it to us. It's free, there is also free neighborhood parking near there. As mentioned, they have street cleaning on certain days in certain sections. Brush on your Italian days of the week to avoid being towed. Chances are your hotel is in the restricted zone anyway.
