I will be driving to Bellagio from Milan and the hotel that I’m staying at is located in a ZTL district. Suggestions on where to park? How do I make this easy?

Why don’t you contact your hotel? Usually if you’re staying in a town with a ZTL the hotel or BnB gets temporary permission fort the rental. That is the best and only course of action for you to take. Plus, parking in Bellagio is difficult, at best.
Which is your hotel? Some parts of of the city center are pedestrian only and impossible to access to cars, temporary permit or not, so it depends on where your hotel is exactly. Often the best bet is to park to the closest possible location just to drop the luggage while one person stays with the car. If that spot is inside the ZTL you need a permit, because enforcement is done by camera based on the license plates. Bellagio is not the best place to have a car.
