in many/most (ex: St Peters), yes. Essentially, knees have to be covered for all genders. How you do it is up to you.

Small, out of the way churches are not so stringent.

What Herself does on days we'll be in churches (or thinks we might be) is wear britches that come to her calf.

Women can wear pants, skirts or capri pants, as long as they cover the knee they're fine. Men should wear pants. Most churches are pretty strict and I've seen men and older boys turned away wearing longer shorts. To be on the safe side have the men wear shorts on the days you'll be visiting churches. REI sells pants that have zip off legs so they convert to shorts. You might want to check them out.

St. Peters is by far the most strict but we saw women wearing just about anything in Milan, Florence and Rome. Most men I saw wearing shorts were the longer ones and I wore long bermudas one day to see several churches in Rome. The Duomo in Milan and Florence they seemed more concerned with bare arms than knees.

Sorry, meant to say don't have the men wear shorts on the days you'll be visiting churches. It's hit or miss as to what they'll allow. Some people will get in with shorts or even short skirts other won't. It really is up the guards. Be safe and cover your knees and shoulders.
