We are hoping to spend 5-7 days in Palermo next March. Any recommendations for neighborhoods we should look at? We prefer neighborhoods that are quie, but interesting, if possible. Also, any hotel or apartment recommendations? We need a place that has an elevator or only 1 flight of stairs. Thank you!

We just returned this week from Sicily. We stayed at Eurostars Centrale Palace Hotel on Via Vittorio Emanuele for a couple of nights. It seems to have a good central location on a pedestrian friendly street. Easy walk to markets, restaurants, sights, and the hotel itself was fairly quiet. It has large, lovely public spaces, an elevator, very helpful staff, wonderful breakfast that will hold you until dinner, and large and clean (although a bit dated) rooms.

Look at the corridor north of the Centro Storico, between Via Vittorio Emanuele and the Politeama Theatre. More or less along via Maqueda/via Ruggiero Settimo on the east side and Via Roma on the west side of said corridor. That is the more upscale area of the city center, with plenty of fine accommodations.
The Kalsa area, or anywhere around the station may appear a bit seedy to many American travelers who don't live in the South Bronx or Uptown Manhattan.

B&B delle Vittorie is a few steps off via Maqueda, between Quattro Canti and the theatre Roberto mentioned.

I had a great stay in April-May of 2014 at the Bed and Breakfast La Bella Vita. It was in a great location, between the somewhat run down part and the VERY fancy part (Prada, Gucci, and Hermes are some of the stores there). It's even on a traffic-free street, so you can actually sit out on your balcony and enjoy it!
