We are traveling to Palermo in February. We will be there several weeks. Looking for thoughts , suggestions, recommendations, car??? information on weather ,dress and anything any experience traveler to Palermo would like to share. We do not need recommendations for accommodations.

You won't need or want a car while in Palermo. One of the most congested towns I've ever driven in.
However if during your long stay you plan to take some trips out to the rural areas for a few days, then you can rent a car for those days. Numerous major rental companies are present both in the city and of course the airport (however the airport is a distance away and they charge more for picking up at the airport).
Never been in Palermo in February, but the climate in winter in Sicily is mild, with temperatures around high 40s-50F at night and in the mid to high 50s F or even 60F during the day, basically California weather. It can get wet, so be ready for rain.
Palermitans tend to dress less informally than Americans, especially in winter. That doesn't mean you need a tuxedo or a gala dress, but Palermo is not California, so avoid going out in a pajamas or gym sweats (unless you are actually going to the gym). Business casual is what I would describe the typical attire is. Formal dress may be appropriate for certain upscale restaurants and for the Opera house (the Teatro Massimo is one of the premier opera houses in Italy), but generally business casual attire is what will make you fit in with the rest of the populace.

We were in Palermo in February. It was at least jacket weather, even if sunny. It was windy and 50s F during the day, and cooler in the evening.. The locals were wearing gloves, hats, and down coats - windbreakers and sometimes a sweater for us. But the upside was that it was green and lush. The traffic was very intimidating and merciless.
