I have an overnight at FCO before traveling on to Rick's Best of Sicily in PMO.
I've a 14-hr layover and am looking for a conveniently accessible, quiet, no frills hotel.
I'd appreciate any suggestions.

The Hilton Rome Airport is about as convenient, accessible, and quiet as you can get. It may have some "frills", depending on what you consider to be a frill.

Best Western FCO is another alternative. They have a shuttle.
There is also the new Air Rooms hotel At Fiumicino, offering modern, minimalist rooms for day use or overnight. Looks like a single room is around €158 a night in March, €178 in April and following months. add€5 for breakfast if you like.
Or just head into Rome, have the time of your life, and fly out to Sicily. By train, your talking 30-40 minutes, a small effort in the total picture, paying for a taxi not a huge expense (45 euro?)

I haven’t stayed yet, but there are hotels close to FCO but not on site that are cheaper. Look at booking.com and search for Rome airport. We are going to stay in one coming from Palermo the night before our international flight. The ones I have looked at all also have shuttles to and from the airport.
I stayed at the FCO Hilton my last night in Italy checking in Sept 25. The hotel was extremely convenient. I took the train directly from Rome Termini to FCO, and walked to the hotel. It was a quite long walk, but walkable. I paid 200€ for the night. Room was quite nice, but not luxurious.
Leaving in the morning was a shorter walk to the terminal. In both directions there were slidewalks for some of the distance.
However, without transportation there was no place to eat/drink except the hotel. Food was sos-so. like rest of Rome, expensive. Dining room was crowded and I had to wait in the bar/lounge for a table. Almost had to wait for a place in the lounge.
Alan's description of the Hilton matches mine. A good place to sleep before an early flight, convenient and comfortable. The food was nothing special but it was fine with me. Very easy to take the express train into Rome if you have time for that, but assuming that your layover is overnight you don't really have that much time.
There are other less expensive hotels close to the airport with shuttle service, for instance a Hilton Garden Inn. With the time you have one of them could be a good choice. I don't know about food, but I can't imagine an airport-oriented hotel that couldn't feed its guests dinner and breakfast, either itself or via an adjoining restaurant.
The FCO Air Rooms have come after my visit, but I stayed at what I think is the same franchise at Madrid Airport and I was satisfied with the room and very glad for the convenience. It was in the terminal basement, with no windows. If I'd had an in-airport alternative there for a comparable price I would have taken it.
I also usually stay at the Hilton before an early flight. Food at the restaurant is mediocre and expensive (when I eat there I order the Pizza Margherita to minimize the pain). Sometimes I’ve even walked to the terminal’s food court to grab something to eat that was just as mediocre (airport food) but less expensive. However, if you are looking for the convenience of sleeping just 10 min walk from the check in counter in the morning, that is it.
I stayed at the Hilton twice this summer for early flights back to the US. I liked the convenience to walk over in the evening before my flight and make sure I knew exactly where to go for the early morning flights.
I had the hotel’s lasagna both times for my dinner. The first time it was fine. The second time the restaurant was busy, and my lasagna could have been heated longer. Part of the reason it is busy is that the hotel is used for some cruises pre or post hotel location.
