In one of Rick’s lectures he mentioned a place where locals and savy tourists can fill a jug with good, inexpensive wine. Does anyone know where this might be.

It is called "vino sfuso", and there are apparently several places for this in Orvieto:

We saw this when we visited Custodi Winery outside Orvieto. People walked in with their jugs and filled up with what was a gas hose nozzle on a wine tank. Was interesting to see.
Their wines were good. Nice family run winery
