I have rented a car before in Orvieto, so I know Hertz exists. I want to rent in La Spezia and return in Orvieto.
Today I tried to check prices for May, I used AutoEurope, Europcar, Kemwell, and Hertz. All of them said Orvieto is "not found".
I did check a few weeks ago, and it existed, so I don't know what has happened. Did they close Orvieto?
Hertz still shows a location there. I just did a dummy booking and found it.
However it's an independent franchise and it may not take rentals from another location. I would call Hertz and ask them

Europcar does not have a location in Orvieto.
If you rent through the consolidators AutoEurope or Kemwel you won’t have that Hertz pickup choice because I read those consolidators decided some years ago that don’t want to do business with that franchise.
I don’t know the reasons. Maybe they had a bad experience with that office.
If you want to pick up a car at the Hertz there, you probably have to rent through the Hertz website only.
To into Bing.com and search Hertz Orvieto. It will throw you into Hertz U.K. Website but you can make a reservation in £.
Last May I booked directly through Hertz USA for a rental out of Florence onto Orvieto.

I tried a dummy booking on the Hertz web site just now. No problem finding Orvieto. The only issue is the rental location is only open certain days and times. Maybe you are choosing a day or time when they are not open?

I recently encountered the same thing. You need to use the Hertz site.
In my case I needed to call Hertz to make the reservation [800-654-3001 (International)] because I needed to schedule a late pickup on a Saturday... they can arrange late pickup (up to two hours) for a healthy fee...
