I stayed in the Hotel Valentino when I was there in 2013. 5 minute walk from the Duomo, clean, breakfast included. I can't remember the price, but I don't stay in expensive places and try to keep my prices around 50 - 70 Euro a night for a single.

Nigel, I enjoyed Hotel Virgilio, right on the Piazza del Duomo. Clean and modern rooms in a old building. Very friendly and helpful staff, great breakfast. Bus to and from the funicular has its final stop right at that Piazza. Some rooms have a partial view of the Duomo. Depending on the room and season, rooms start under €100, including breakfast. Really enjoyable town, Orvieto, with lots to see and do.
There seem to be lots of good choices in Orvieto.
We enjoyed a 9one-night stay Innthe Blue Room at B and B Sant'Angelo 42:
The rooms are simply furnished, with nice hardwood floors and modern bathroom fixtures. The building is tastefully restored, and you can look down into the cellar to the Etruscan era ( or is it Roman?)
It is located along the way between the funicular top station and the Duomo. It would not be the best choice if you have a car, however, as there is no parking available.

We liked La Magnolia, 100 meters from the Cathedral and walking distance to all sights and breakfast is included. Wonderful owners! The owner raved about some specialty breads and one day after we returned from sightseeing we found a bag of bread hanging from our doorknob. I haven't been there for a few years, but I really enjoyed my stay at Hotel Corso. They're located between Piazza Cahen and the Duomo, so a very convenient location for getting around. The room was very comfortable, they have a lift, the staff were great and they provided an adequate breakfast. They indicate a maximum price of €55 for a double, so that should fit your price criteria. Hopefully their quality is the same as it was when I visited.
If your budget will allow a splurge for dinner, I would highly recommend Ristorante L'Antica Rupe.
We also liked Hotel Corso-very convenient to the funicular. Our room was comfortable and there is access to a terrace on the rooftop. I don't remember the rate but it was quite reasonable.
I stayed at L'Aquila Bianca last year, very good hotel through the arch from Piazza Della Repubblica, and at Hotel Duomo, around the corner from the Duomo. The Virgilio was always booked, but this year I have a reservation there.
