Next year, we will be using Ortisei as our base camp for about a week to hike in the Dolomites. We decided against a rental car. Is there any kind of all encompassing transport pass that covers buses, lifts, etc. to get to trailheads and other nearby towns?

We have traveled here often for 14 years, never with a car. (One of my favorite things about our trips is not driving for several weeks.) Parking near trail heads and cable ways can be limited and the passes are chock-a-block with big buses and motorcycles.
Your hotel should provide a bus pass that covers you from Bolzano to at least the Sella Pass and Gardena Pass. Almost every lodging participates but ask to be certain.
For lifts, you will want a Val Gardena Card https://www.gardena-card.com/en/Default.asp. Not cheap but it is a good value if you use it daily and allows you the flexibility to go anywhere on a whim.

The public transportation system is very impressive in Val Gardena. Driving can be stressful and even more time consuming. Parking is scarce and roads may be narrow and windy.

If you go in June, be aware some services do not open until mid-month.
