Hi Andy. We stayed at the Hotel Melecchi in Lucca for 1 night last September. It was clean and the owners are very helpful and friendly. Here is their e-mail address: [email protected] (just e-mail them to make a reservation).
I've also stayed at the Hotel Melecchi and enthusiastically recommend it. Giovanni and his family are terrific hosts and the rooms are bright and clean.
It is outside the walls, however, which is great if you have a rental car. It's about a ten minute walk to the town center and about 15 minutes to the train station.
The Trattoria da Leo is great for dinner. Make reservations.
I haven't stayed there yet, but I have a reservation at Hotel Rex. It is by the train station, so it will be easy to drop our bags and get to our sightseeing. We only have one night there. According to their website they have bikes to use too.
Had a wonderful stay at Piccolo Puccini in 2008.
Very friendly, very good location.
Don't know about the budget aspect of your question, though.
We really liked Lucca. In fact, we skipped the 2 days we had planned for Bologna and stayed 5 days in Lucca before moving on.
