Offline Walking & Driving directions Mapping

Looking for an app where I can download maps ahead of my trip on WIFI that give Road AND Walking directions. Google Maps does not give me walking directions when in a city, as far as I know , & Maps.me now charges for more than 10 download maps & if there is an update, u must pay. Any suggestions? Ty

I use the Citymapper app. It somehow pings off of wifi and can give you live turn by turn directions even when you're in airplane mode.
