October 30 strike question

I know there are a post or two about this, but they’re a few months old (unless I missed something). I arrive in Rome on October 30 around 9:30AM. Let’s say I leave the airport around 11AM- will the Leonardo Express be available if there’s a “general strike” that day? I know some services are guaranteed, but don’t know if that would apply outside of the guaranteed hours. Also, last time I flew into Rome (2024) there was also a strike, and only buses were working from the airport- it took 3 hours to get on a bus.

I saw some comments that the general strike excludes rail, but I wasn’t sure if that was accurate or not- seems to be a lot of conflicting info! Was hoping a local had some expertise they could provide :) thank you!

I believe there was a fairly recent thread regarding this strike

There are guaranteed trains-you can find the link to that info in one of the many strike threads

Also-I believe Leonardo Express is guaranteed to run

Hi, Giangilberto from Milan, I need to provide some very important clarifications here, on October 30th, there are two separate general strikes, not just one, in the official register maintained by the Ministry of Infrastructure, they are listed as two distinct entries, and they state contradictory things regarding trains.

The first is a multi-sector strike called by USI-CIT, announced back in July, which concerns the Tuscany region, its official entry explicitly excludes the transport sector, including air, rail, local public transport, and maritime services.
The second is a general, nationwide strike called by USB on October 6th, which covers the entire country, this doesn’t rule anything out, the schedule outlines the timeframes for each sector:

Rail: from 9:00 PM on Oct 29 to 8:59 PM on Oct 30
Aviation: from 12:00 AM to 11:59 PM on Oct 30
Taxis: from 12:01 AM to 11:59 PM on Oct 30
Motorways: from 10:00 PM on Oct 29

This means both trains and taxis are fully affected, which is the worst possible news for you.
While the Leonardo Express is indeed among the guaranteed services, you can find it in Trenitalia’s official table, "Minimum services guaranteed during strikes on weekdays," under the "Leonardo Express Line" section, "guaranteed" does not mean it runs all day, the guaranteed departures from Fiumicino Airport are as follows:

06:38 — 07:08 — 07:23 — 07:38 — 07:53 — 08:23 — 08:38 — 08:53 — and then nothing until 18:53.

The last guaranteed morning train is train 4591, departing at 08:53. If you land at 9:30, you won't be able to catch it, there isn't a single guaranteed Leonardo Express between 08:53 and 18:53.
The same applies to the FL1 line, according to the same table, the guaranteed departures from Fiumicino are at 06:57 and 07:27, followed by 18:57, 19:27, and 20:42. Trenitalia provides "guaranteed service periods" on weekdays, specifically from 06:00 to 09:00 and from 18:00 to 21:00. October 30, 2026, is a Friday (a weekday), and 11:00 falls right in the middle, outside of these guaranteed windows. Furthermore, Trenitalia specifies that only trains already in transit will "continue to their final destination, provided it can be reached within one hour."
My advice is to try and book a private transfer with a driver (NCC, a service distinct from a standard taxi) well in advance. I have not been able to verify whether these private driver services are included in this strike action, so I cannot guarantee it, you should ask the provider directly when making your booking. You should also check the Ministry of Infrastructure and Transport (MIT) strike registry again in the days leading up to October 30, as the Strike Guarantee Commission (Commissione di Garanzia) has the authority to revoke or shorten a strike right up until the last minute.
