Verona is divine - a beautiful old Roman city. If you like opera, the season finishes on August 31st. It's only 1 1/2 hours (less??) to Lake Garda by regional bus. A relaxing day on a ferry. Siena or Lucca are both nice. Each has a great tower to climb, Siena is a hill town with many hidden surprises, Lucca flat, suitable forbike riding. Both have beautiful churches of course.

If you have never been to any of these cities, I would pick Verona over Bergamo and Siena over Lucca.

Bergamo! Verona is lovely, but Bergamo is something special. Go to the fairy tale like Citta Alta by taking the funicular or you can walk up on foot. The views are spectacular and there are lots of little shops and restaurants. Or go shopping in the Citta' Bassa, which has many elegant shops and is lovely to walk around. I personally think Bergamo is one of Italy's best kept secrets. You don't see many tourists, if any, just many well dressed Italians. And if you have time, squeeze in Verona.
As for Luca or Siena, I've only ever been to Siena, so I can't help you there.
