No roller bags in Venice?

I recently read an article on things you can't do in Italy, and one thing that surprised me said roller bags aren't allowed in Venice because they're too noisy. This is the first I've heard of it - is that true?

No, it's not true. That was a restriction on larger, noisier vendor carts and the like.

Of course not, big carts used to bring goods around must have rubber wheels. The same article said that sand castles are forbidden in Eraclea, doesn't it? It a famous fake news the mayor of Eraclea has been trying to stop since 2011. You can't trust English speaking sources, they write stuff without checking and without paying for translators. They keep on repeating that in Venice and Florence you can't eat while walking...

A side note about cobblestones and wheeled luggage:

I took my family to Venice / Florence and Rome.
The cobblestones in Florence were terrible compared to Venice or Rome, for our luggage.
The wheels on one of the bags were not at the outside edge of the bag (suitcase) and any bump would flip the carry-on over.
I purchased a bag with wheels at the outside edge before we did our next trip.

We were there in October 2017, and there was no ban, or at least everyone with a suitcase was wheeling it without legal issues. I'd heard of it back then and researched as well and read similar articles as mentioned above that the ban was on larger carts. A quick google search this morning , found this article https://www.amoretravelguides.com/blog/venice-italy-does-not-plan-to-ban-wheeled-suitcases.php quoting Venice's city commissioner. I can't find a date for the article but it seems to be consistent with everything I had read.
