Does anyone know anything about the new law scheduled to go into effect on May 1, 2015? Luggage wheels need to be made of a soft material to prevent excessive noise in the streets and when using steps over canals. Any recommendations other than pack lighter and use a convertible back pack bag?

This one got a thorough going over a couple of months ago when it hit the wire services. The law effects porters who are moving goods around the city.

This was a rumor that made headlines last November. Ended up being about the wheeled carts delivery people use all over Venice - not about luggage. I just googled it and found nothing new since then.
