No, but not surprising given the general economies of these countries. But most US cities do the same thing with hotel, rental taxes, etc. We were just in Germany over Christmas. The BBC and European CNN were carrying several stories about increases in VAT tax especially in England.
Chicago has a hotel tax rate of 15.4%, so the Italians are just playing catch up.

Hopefully they will use this tax to preserve the monuments and ancient sites! I learned while in Rome that in all of Italy only the Vatican Museums and the Last Supper actually make money. The rest are state subsidized and this the maintenance problems.

The Rome city tax will just cut in to our gelato budget, but I'm willing to bet we will find a way to make up for it!
