It's sounds like they're referring to EES. Latest news reports indicate it's not likely to be launched until the second week of November. EES is a necessary first step before they can introduce ETIAS.
It's basically just registering your biometrics at entry to the EU. Nothing required beforehand, but concerns there could be teething problems/delays when first launched:
