I can understand your concern, but, a month ahead of time is much too early to replan
the journey, in my opinion.

First off, the chances of the strike actually happening are not all that great. Often some
sort of agreement, postponement, or delay in the strike action occurs.

Second, if the strike does end up being imminent, there will be announcements and
information on refunds, alternatives, etc. Most likely your tickets would be valid on
any train running that day or maybe before/after.

I believe there are different unions in Italy that provide service on different levels of
trains. What is important is what union(s) are proposing the strike and what trains
those affect. Hopefully someone who knows more can amplify.

Buses are likely not affected.

Having said that, if you want to be proactive and replan, there is nothing wrong with
that, but I'd look at options now and monitor the situation. You could replan and find
out your new date(s) are right in the path of an updated strike action.

lists a strike for September 26th in the railway sector with "UNSPECIFIED MODALITIES."
This means that CSLE the union that called the strike has not yet announced the specific times for the railway stoppage. Consequently, it is currently impossible to know if your 11:00 AM train will be affected, it’s not that no one knows, but rather that the details haven't been decided yet. The specific arrangements will be announced closer to the date.
On the buses: the notice specifies that local public transport (TPL) is affected, 08:00 to 21:00, so city buses are included. Long-distance coaches like FlixBus or Itabus are not TPL and are not covered.
Train 18355 is listed as guaranteed for the Florence-Pisa leg, but you won't find it listed for the La Spezia leg. The reason is that you are looking at the wrong list.
The page you have open covers guaranteed trains in Tuscany. The Pisa-La Spezia route enters Liguria, which has its own separate regional list. You need to check both.

That Union is not just small, it's tiny: they have no members outside Naples. The idea of these guys blocking buses and all trains in Liguria and Tuscany is ridiculous, they call for national strikes only to be under the spotlight.

All Regional trains are guaranteed before 9 AM and after 6 PM, if you are really worried, try to arrive in Pisa before 9 AM. To go from Pisa to La Spezia get a ticket for the IC 510 train that's guaranteed and has reserved seating. It departs from Pisa at 1:47 PM. The next guaranteed IC train to La Spezia is #518 , it departs from Pisa Centrale at 7:06 PM.

A side note: while you are wondering around Pisa, you could pay tribute to Monument Man Deane Keller and see the frescoes he helped to save. He's the only non-Italian buried in the Monumental Cemetery near the Field of Miracles. Nobody remembers his story these days and it's quite a shame.
