Can't decide which one to choose. The differences between the tours - one is 10 hours and cost $70.00; one is 9 hours and says Small group tour maximum 16 people and cost $147. Is a small group tour worth the extra $$$?

Did you check the ratings for the two tour companies. TripAdvisor may have reviews.
When we find local day tours while in Europe, most don't have a bus full of 40-50 persons. Most are vehicles with 12-18 persons.
I would go with the cheaper tour, especially if that tour is not in a huge bus. Having been to both places you mentioned, not sure there is a way for a large bus to go into those cities?
Is lunch included in the more expensive tour? Sometimes that can add $20-30 to the tour price.
