moderate budget accommodations
You need to be more specific on budget- my "moderate" might not be your moderate.
You can see Vesuvius from almost anywhere In Naples.
Use Google maps to pin point hotels near train station-but you probably won't have view of bay from there.

I haven't stayed in Naples; we preferred to stay in Sorrento. But if you go to booking. com you can filter for hotels near (within a kilometre) of the central station. You can add other filters for price points and required amenities, like A/C, which you will need in September.
Although there is nothing scary about the recently renovated giant plaza and bus stations near the Naples rail station, it may not be as useful a place for a long stay in Naples. Do you want nearby restaurants and art/historical attractions? Does your itinerary indicate that you are sleeping Tuesday night in Pompeii city, or are you continuing to Sorrento or elsewhere? (This newsboard reports excellent luggage storage at Pompeii ticket office, not asking for that reason.)
I'm not saying they are a must, but note that there are three more, smaller, ancient sites available at other Circumvesuviana stops.
A water view is not usually compatible with budget accomodations. Air conditioning was very important to us in Naples. Street noise can be a problem in Naples.
we really enjoyed Naples but our experience was a far cry from a young couple we met who made the mistake of a budget hotel near the train station, it was very sketchy and unsafe feeling for them at night. we stayed in the Chiana district, lovely and safe for walking at night as area is filled with people going to restaurants etc, its a short ride to the train station for the Circumversuvius train. its a little local train that takes you to Pompeii ruins in about 40 minutes, and to Herculaneum ( which was amazing ) in about 20 minutes. if you are staying in Naples I urge you to go to the Museum there, we walked from our hotel to it, it has all the astonishing treasures, mosaics and statues, and beautiful objects recovered from Pompeii, it really brings it all to life, not to be missed. On the train, you just get off at the Herculaneum stop and walk down the hill and you are right at the site its terrific. just watch for pickpockets on train, and do stay in a good area of Naples and you will have a spectacular time, if you do have extra time in the daytime walk through the Spanish area, its like a movie, and the locals very friendly and welcoming.
