Do not know Italian law, but a 10,000 euro non-negotiable fine should start sending messages. Instead of stories how sad it is to vandalize, stories of huge fines will send a message. Even better would be rewards for video taping the vandals.

Will it cost €10K? It's not as though they're going to just blast it with a power washer, then slap on a coat of paint from the local hardware store. They will need to bring in experienced restorers who can examine the paint as well as the condition of the stucco or stone to determine the safest way of removing the paint without damaging the underlying surface, which is almost 500 years old and may not be in robust condition to start with. Those markings each look to be as tall as an adult. That's a lot of paint.
As for the fingerprinting- why would the police leave a job half done? Just hoping one of the kids will cop to the crime is nothing more than sloppy and incompetent police work.
Maybe seeing a five digit fine and a criminal conviction that will shadow them for the rest of their lives will serve as a deterrent to others. Time to start playing hard ball.
Removing paint from a building built of stone could easily cost more than $10,000. It’s not just a matter of scrubbing off the paint. If the stone is porous, the paint will have reached below the surface and it will never totally disappear. Chemicals will be used which can be quite corrosive if improperly used; specially trained people must be used. Luckily Italy has a long history of art conservation, though more along the lines of preserving paintings on stone, than removing them, so hopefully this act will be eradicated without damage to the buildings. However for the miscreants one hopes they will be punished appropriately.
It might cost more than 10k euro with all the labor cost of architects, experts, workers, police. They are talking about a few days. My dentist charges me that much to install 2 dental implants and it takes an hour.

It looks like they did it on the exterior of the lower part of the corridor that runs parallel to the Arno and east of the bridge. It sits much lower than the closed, elevated corridor above. That's the part that isn't accessible.
