Modest Clothing in Churches - Skirt with Tights?

Tights not needed. Trousers are fine. Short shorts not so much. Make sure your shoulders are covered.

If the skirt doesn’t cover knees then tights will work

Some churches are VERY strict, others are not
Be prepared

You can also pack a light pareo or scarf in your purse that you can wrap around your waist to cover your knees before entering the church. Lots of ladies do that. Shoulders need to be covered too.

In recent years I've seen an increasing number of pictorial signs at churches, showing more explicitly what is and is not permitted. Among the prohibitions, tights have sometimes been included. I cannot swear I've seen tights shown on church signs in Italy, but I would not count on their being considered a modest leg covering. I would always wear a skirt, dress, or slacks fully covering the knee. In Italy, you can come across an interesting church anywhere at any time.
