It would have been simpler to create a ZTL on the SS163 from San Pietro to Vietri where only residents with permit or public vehicles would be allowed. Hotel guests going by car could have had their plate numbers placed on the local authority “white list”, just like it happens in Florence. This will be harder to enforce, also because I’m sure Neapolitans will start stealing plates from other cars so that they have both even and odd numbers. I’m not even sure the traffic will decrease much.
Sooooo the locals are exempt but what about their friends and rellies who might be coming from other regions for, say, a wedding, funeral, baptism, family emergency, etc? What about the someone who legitimately has to be in the area for business on the "wrong" day?
Communicating this thing to unwitting tourists is going to be interesting.
