I don’t think the RS tours ever stay in Milan.
We like Hotel Duca di York- close to Duomo, lovely staff and comfortable rooms
I liked Hotel Folen, which I think was recommended on this forum. It is across the street from the train station, with friendly, professional staff, and is very clean. The price is reasonable given the location but don't expect large rooms.
We liked Antica Locanda Leonardo which is near the church which houses Leonardo da Vinci’s “The Last Supper.””
We are cheap, and like inexpensive hotels. In big cities, this often means an Ibis Hotel. We stayed in Ibis Milano Centrale, which we enjoyed. Great breakfast. An easy transit ride to Duomo Square, and also not far from Milano Centrale Station.
I agree with Christine....no RS tours have overnight stops in Milan.
I also like Hotel Gran Duca di York especially for a short visit. It's right near the Duomo and right across the street from the Pinocateca Ambrosiana if you are interested. It's about a half hour's walk to the Last Supper. Staff is excellent and breakfast is varied and delicious.

I’ve enjoyed my stay at Hotel Garda near Milano Centrale with nearby access to some Metro stops. My room was clean and comfortable, and the staff were helpful.
I did not eat breakfast at the hotel (extra fee) but walked over to the train station for a delicious and inexpensive meal instead.
