I will be staying at the Grand Victoria Hotel and I want to rent a car for a couple of days in September.
Any recommendations towards where I could rent a car as I need transportation to and from the hotel to the car rental company?

I think you will have to go to Como. There are several big company rentals (Hertz, Avis, etc) near San Giovanni train station. You'll need to take a bus to get there and back. Note their business hours, as many close at lunch time and few are open on Sundays.

You are staying at a very nice hotel so it probably has a Concierge. Ask them if they can arrange a one day car rental for you delivered to the hotel.

What is your overall itinerary (before and after Menaggio) and what do you need a car for exactly?
