My husband is looking to buy a leather jacket, size XXL. His parents bought one in one of the moutain villages 20 yrs ago. They don't remember the name of the village. We are staying inVicenza and have a car available. Alsoif anyone knows where I can find womens dress casual shoes in size 10 or 11 ( approx 43 european).

You should be able to find of those in or near Vicenza. I'm sorry but your description of where your inlaws shopped 20 years ago is a touch vague.
Some Italians are larger so the sizes shouldn't be a big problem, Vicenza has some nice stores and a big outdoor market.

Don't know what your travel plans are, but if you're planning on going to Florence they will measure you and make one for you within a day at the leather market, and it's not crazy expensive. You mention having a car, and this may be a fun over-night-trip? The leather market is near Mercado Centrale and the train station. Shoes, are going to be more difficult. For some reason when we of European ancestry immigrated to the U.S., our feet got big! I don't know how this happened! My aunt wears a size 6 and I wear a size 9. Trying to find shoes in Italy that are larger than that is almost impossible.
I have a son who is 6'6" tall, and there is absolutely nothing I can get him in Europe. Maybe in Scandinavia, where people are taller.
