what does best mean? cheapest, fastest, more expensive, shortest
what time are you arriving at VCE, giving yourself time to go thru customs/passport, getting baggage and finding your transportation? are you coming from another country (USA, Canada, european country)? arriving same day to travel and get on cruise ship same day or staying in venice or trieste a day or two before cruise? i would not wait till day to board ship to fly in, spend the night. the ride could take 2 to 3 hours depending on your decision.

First of all, check your cruise line. Most, if not all, will run shuttles from the airport, and often also from the Tronchetto area in Venice on the day of embarkation. Since that will take you directly to the cruise terminal, it will be more efficient. Otherwise there is a bus service that takes about 2 hours, or you could bus into Venice Mestre and take the train.

But as princess p. pointed out, arriving into your embarkation area on the day of embarkation is quite risky. If you encounter delays along ghe way, your ship will sail without you.
