If you're looking for a romantic waterfront dinner for your anniversary, I'd definitely recommend MÉZ in Spinola Bay, St. Julian's. The terrace overlooks the bay, so it's especially beautiful around sunset, and the atmosphere is elegant without feeling overly formal. They specialize in Indian Ocean-inspired coastal cuisine, with plenty of seafood options as well as vegetarian dishes. It's a great choice if you're after something a little different from the usual Mediterranean restaurants.
I'd recommend making a reservation in advance, especially in late September.
