Do you know if the price to store luggage is per day or if luggage can be left there for 3 weeks? If not is are there lockers at the central train station?

WHERE? Generally lockers have a limit of 24 hours since there is no way to prepaid for three weeks. Second, left luggage is per day. Have no idea if it can be left for a total of three weeks. How long luggage can be left is local policy.

I think that lockers are long gone in Italy for security reasons. There are staffed left luggage places in several of the larger train stations. Usually, the cost is 3E-4E per bag but I don't know if that is just for the day or if it is longer. We've only left luggage during the day. Never longer than that. I don't know about long-term storage. But, since its a Trenitalia facility, I wouldn't bet on it.
