What are thoughts on leaving luggage in hotel storage until check-in. My arrivals into various cities are well before check-in. All my hotels are highly rated. Safe to do so or bad idea?.

About half the time when we arrive the room is ready. If not the luggage storage is fine. Theft of luggage is pretty rare.

Often times they have rooms available even before check in time, so you may not need to leave luggage with the hotel desk, but if not, your luggage will be safe with the hotel desk, and often they keep it securely in a locked storage room. I even left my bag with my work computer with them sometimes. I usually take passports and wallet with me, actually I often leave my US passport and Italian passports with them (they need it anyhow for registering) and take my Italian ID with me. You may not have the option unless you have multiple passports, therefore take the passport with you. An ID is required by law.
