This is my first Rick Steves trip and I’m not sure what size suitcase. It’s a 14 day trip to Italy.

The only "rule" is that you need to be able to handle your luggage yourself, even if the hotel doesn't have elevators.
I do a laundromat visit halfway through a tour, others sink wash. Check the packing section for ideas from others.

As a veteran of 10 RS tours, be assured that no one cares about the size of your luggage as long as you can manage it yourself without assistance from others. That means hauling luggage from bus to hotel and then to your room which could be up some stairs. Since the tour bus may drop you off several blocks from the hotel, you may have to negotiate cobblestone streets with your luggage. My preference is one carry on size roller and one backpack. We always do laundry during the tour. Your guide will have suggestions for laundromat or drop off laundry service. Enjoy your first RS tour. I guarantee you will have fun.

I agree with Liz and Simp that you just need to be able to handle it yourself.
Which trip are you doing? 14 days suggests Village Italy? That does not include Venice although you might arrive to that airport. Venice is tricky because the bridges there are actually steps and not ramps so you have to carry your case up and over each bridge between your arrival point and your hotel.
