A lot of hotels in the historic center have rooftop terraces with nice views
You might want to use Booking. Com to research
Set the filters for budget, location, amenities etc
Read the reviews- you can filter those as well

We stayed in a top floor room with a balcony at Albergo del Senato. We had a sensational view of the Pantheon and Piazza della Rotunda. Excellent for people watching, and also for accessing the Pantheon before anyone else.
