My teenage boys would choose Pompeii. Depending on time of year a beach might be the perfect choice for a teenage daughter.
Since you visited before, maybe finding something you have never seen is the best way to spend your time (i.e. walking Paris).
As far as seeing Anne Frank's house in 4 1/2 hour layover. It's possible to see it. Again depending on the time of year, I'm not sure you would get inside in that amount of time.
It would be silly to fly to Paris, then back to Rome for your flight home. Can you just catch your flight in Amsterdam? If so, you could fly to Paris, see the sites for a couple of days, then train to Amsterdam for a brief visit and flight home.
The canal boat tours in Amsterdam are nice. Renting a bike for a ride is another good option (take care not to let the bikes get stolen). Anne Frank's house is also a good stop but can be a long line. Museums in Amsterdam are average - nothing compared to what is available in Rome.
If you can see the Anne Frank house in the evening (after supper), you can avoid long lines. Allow about an hour, in any case, and be prepared for a real emotional jolt.
If you have the time, the Dutch Resistance Museum is worth a look.
