Hello - Any suggestions for nice "budget" lodging near Cadorna train station in Milan? Under 130 EUR per night for a double.

It's within walking distance from Milano Cadorna, although with luggage I'd suggest using a Taxi (that's what I did). I couldn't determine their prices but they should be close to what you mentioned. I found the room to be clean and comfortable and the staff were very efficient. I didn't try the breakfast there so can't comment on that.
It's an easy walk from the hotel to Via Dante, to the Duomo and Galleria Vittorio Emmanuele and other sites. As I recall, there's a restaurant right across from the hotel entrance, although it's a bit on the posh side.
