I am thinking of renting an apartment in Lucca for one month. There is a local tax of on hotel stays of 1.50 euro and 4.50 euros for an apartment rental. Is this a daily fee?
It's a local tourist tax. It is actually per night per person up to a maximum of 3 nights. It varies according to type of accommodation.

The tax also varies according to location. For example, the nightly tax in Roma is 10 euro and is charged for nights 1-7, after 7 nights there's no tax.
Not sure where Susan got her figures for the City of Rome tourist tax. That is not what the City website reports.
