I am going to Italy in March. My mother has some Lira left from a trip in the 1990's. Can I take them to a bank in Italy and exchange for Euros?

I doubt if you will get much. You might try selling on eBay. I had a bunch of old English coins before they shifted and I actually sold them on ebay for more than face value. Not much more but some.
