Is Lipari, Sicily worth a stay and if so, why? If you stayed there, can you recommend a hotel with balcony rooms with sea views and within walking distance of some good restaurants? Also, worth renting a scooter and touring the island?

Cant answer the first few questions, but I have hired a scooter on Lipari. Worth it - absolutely.
You can circumnavigate the whole Island in under an hour, but there are some amazing views to be had out across Volcano and the other Islands.

I think Lipari is definitely worth a stay. We enjoyed sightseeing around the island; yes, a scooter could be fun. Very little traffic when we were there. We also enjoyed a day trip to Stromboli -- if you're up for it, you can hike up to the volcano.
We had no sea views, but our room (Malva 103) at Residence Acanto had two balconies, a huge bedroom, small kitchenette, in a wonderful location within an easy walk to both ports and lots of restaurants. It was quiet, served a good breakfast, was inexpensive, and had a helpful owner. This was one of our favorite places on a recent trip to Sicily.
