Liability insurance for rental car drivers

We have the collision and theft insurance covered, but can't find solid info for personal liability for damage I might cause to a third party. Any suggestions?

Third party insurance is a legal requirement in all European countries, you cannot put a car on the road without it. This covers damage and injury to other people, vehicles, buildings etc. For that reason it is always included with all rented cars.

What is not a legal requirement, and is therefore extra, is coverage for damage to or theft of the rented car (so-called CDW), or damage or injury to the driver, occupants and their property (this is your responsibility). These two are extra.

By law, your Italian rental car fully covers liability. I have an Avis Italy contract here that states there is coverage provided for "terzi, animali, e cose" that is third parties, animals, and property. Also by law in Italy, collision is covered except for the deductible ('excess') often 1200 Euro. No need to pay the rental car company for over-priced add-on insurance.

Here in the US before my trip, Avis offered me liability insurance up to $20,000 for $2 per day. And he said that I could get more insurance at the counter.

I am wondering if I need that if liability is already included as stated above.

Finally, my umbrella policy covers me up to $2,000,000 after $100,000 deductible for property damage and $300,000 for personal injury. So they suggested I buy liability insurance for these deductibles.

Very confusing.
