Is there a taxi that can take me from the train station in Levanto to the downtown area? Or, is there some other form of transportation so I don't have to lug my suitcase 15 minutes?

Probably....but if you can't carry your suitcase for 15 minutes Rick would say you are overpacked!

I'd suggest that you contact your hotel to see if they have a recommendation. They may be able to arrange for someone to pick you up there.
The good news is that when you arrive in Levanto, you walk downhill to the town.

Elizabeth, when we arrived in Levanto by train, no taxi. So we walked to our hotel. No problem. When we left Levanto, in the middle of the night, because of pending strike, still no problem, although I felt guilty of the noise we made with our rolling suitcase. I do not know your age, but when this happened to us we were well into our retirement and not the "Marathon" types. Bon voyage, Karin
