If flying from Catania to Rome, then flying to the US, how long should I plan for a layover?
Single ticket and .... I assume my luggage goes thru in Rome?

Is there some reason that a standard connection interval on a single ticket doesn't
meet your needs?
If, for instance, you have mobility issues, just want to spend more time in the lounge,
or something else that impacts your ability/desire to be able to make a pre-defined
connection time, that should be part of your consideration. Otherwise, I'd think about
factors such as airline loyalty, final arrival time, etc.
Your bags should be checked all the way home in Catania, but it never hurts to check
to make sure the agent tags them correctly.

Plan about 30 minutes for the terminal transfer+passport control on exit+security from the moment you deplane at T1 (however a few minutes extra if the plane deplanes on the tarmac and a bus takes you to the terminal) to the time you are at the boarding gate at T3. Since you probably want to be at the US bound gate at least 30 min prior to departure, I’d look for layovers of one hour or more.
Luggage goes through to the US destination, but make sure the bag tag says FCO and your US airport code
There is a new wrinkle to this timing which is exiting Schengen Zone. When I left Rome in May this took less than 5 minutes. However, depending on the day, flight load, agent staffing, and machine utilization this could vary.
It is very likely that your flight from Cartania will go to a remote stand at FCO. If this is the case it just takes a little longer to get to the terminal.
I like ITA on this route. The plane I was on had 5 across seating vs. 6 across and that extra room was quite pleasant.
