I want to be sure I know the current regulations. In July I did not need to fill out a form to transit through Germany enroute to Italy. Is that still the case or do I need to do something else this time?

Yesterday during my check in it states that if you are transiting through Germany you don't have to do the form. I leave this evening and am. hoping the rain here doesn't delay us.
