Which services do you expect to be closed for the season? Thousands of people live there all year around and tourists visit all year around, although there will be fewer than in summer. Restaurants will be open, hotels will be open, ferries will run, stores will be open, gas pumps will be open.
Will it be too cold to enjoy outdoor or a boat ride on the lake?
At that time of the year the average temperatures are around 60 F during the day and mid 40 F, at night. Rain is always a possibility. It gets dark pretty early (around 6:30/7pm) at least until daylight savings kicks in on the last Sunday in March

You will also be there over Easter, which brings crowds to many European locations, both the week before and after. Good luck!
