WE are driving from Siena to La Spezia to take the train to Cinque Terre. Is there parking available at the station.

Yes, there's a modern secure parking facility under Centrale station in La Spezia. There's some info and a link to the parking website here http://www.apathtolunch.com/2011/04/getting-around-la-spezia-lunigiana-gulf.html They say you can reserve in advance, although the official website seemed somewhat obtuse.
Note there's also free parking with a free shuttle bus available near where the Autostrada reaches La Spezia.
